OER enable educational resources to be used, adapted, and shared in a legally secure manner, thereby making an important contribution to innovation, collaboration, and quality in teaching and learning. With its OER Policy, FH Salzburg provides a clear framework for the creation, use, and dissemination of open educational resources.

Open Educational Resources (OER) are openly licensed teaching and learning materials that can be used, adapted, combined, and shared free of charge. They may include texts, videos, worksheets, presentations, or even entire online courses. The defining feature of OER is their open license, which legally enables these freedoms. The concept was pioneered and internationally promoted by UNESCO, which recognizes OER as an important contribution to equitable, inclusive, and high-quality education.

The key benefits of OER lie in their accessibility and flexibility. They help reduce costs, allow materials to be tailored to different learning levels and contexts, and encourage collaboration among educators. Resources can be jointly developed, improved, and shared, enhancing their quality, relevance, and sustainability. In this way, OER support an open learning culture in which knowledge is not only consumed but also actively created and shared.

FH Salzburg is committed to the principles of Open Educational Resources (OER) and recognizes freely accessible educational resources as an important contribution to the ongoing development and enhancement of quality in teaching and learning. OER provide students and educators with unrestricted access to high-quality teaching and learning materials that can be used, adapted, and redistributed under clearly defined legal conditions. At the same time, they promote the exchange of knowledge and the collaborative development of innovative teaching and learning opportunities.

Against this backdrop, FH Salzburg has developed this OER Policy to define its strategic position on OER and to establish a binding framework for the creation, use, and dissemination of open educational resources.

Training Opportunities in the Field of OER

As part of the "FH Salzburg Future Fund" project “Future-Proof Open Educational Resources (OER) Encourage Reuse”, a professional development programme was designed for FH Salzburg that makes a sustainable contribution to digital transformation and the integration of open educational practices.

The programme aims to provide participants with fundamental knowledge about OER, existing initiatives, and quality criteria, while supporting them in the independent creation and publication of openly licensed educational materials.
